Before NHL Rosters Lock Training Camps Weigh Strict Waiver Rules
How general managers navigate the 23-man active roster limit, 24-hour waiver wires, and exemption formulas when setting opening-night lineups.
Every September, more than fifty professional hockey players arrive at each NHL training camp with dreams of securing an opening-night roster spot. At Joyful Take, we know that trimming those fifty hopefuls down to a final squad is as much a contractual chess match as an on-ice competition. General managers cannot simply assign extra players to their American Hockey League affiliate with a handshake. Every roster decision must navigate the strict Collective Bargaining Agreement rules governing active roster limits, 24-hour waiver wires, and exemption status formulas.
The primary deadline arrives precisely at 5:00 p.m. Eastern Time on the day prior to the start of the NHL regular season. By that exact minute, all thirty-two clubs must submit an official, salary-cap compliant roster containing a maximum of twenty-three active players. To reach that number, front offices must reassign dozens of prospects and veteran depth players over a frantic two-week preseason schedule.
The 24-Hour Waiver Wire Clock
When a team decides to send a non-exempt player down to the AHL, they must place that player on regular waivers. The waiver wire opens daily at 2:00 p.m. Eastern Time. Once a player is listed, a 24-hour claiming period begins. During this window, all thirty-one other NHL clubs have the legal right to submit a claim for the player's contract.
If multiple teams place a claim on the same individual, priority goes to the club with the lowest standing in the league standings from the previous season. When a player clears waivers without being claimed, their original team secures the flexibility to reassign them to the AHL at any point over the next thirty cumulative days on the NHL roster or ten NHL games played. That 30-day cushion gives coaches valuable tactical breathing room.

Waiver Exemption Math and Contract Realities
Not every young player must pass through the perilous waiver wire. Article 13.4 of the NHL CBA establishes exemption formulas based on the age at which a player signed their first NHL contract, the number of professional seasons completed, and total NHL games played. When I checked the contractual status of teenage draft picks like Beckett Sennecke, their multi-year exemption offers immense organizational protection. Management can move them between leagues without fear of losing their rights to a competitor.
One of the most persistent misconceptions among hockey fans involves 'one-way' and 'two-way' contracts. A two-way contract does not grant waiver immunity. It simply establishes two different salary tiers, paying the athlete a lower rate while in the AHL and their full salary in the NHL. Whether a player must clear waivers depends entirely on age, experience, and games played.
Managing Injuries and Conditioning Loans
Injuries during training camp add another layer of strategic complexity. If an injured player cannot participate in opening-night competition, teams can place them on Injured Reserve or Long-Term Injured Reserve to open a valuable roster spot without exposing a healthy player to waivers. Clubs can also utilize short-term conditioning loans to send recovering veterans to the minor leagues for up to fourteen consecutive days without requiring waiver clearance, provided the player gives explicit consent.
In our editorial review of training camp dynamics, the human triumph behind waiver day is what makes October special. For every fringe prospect who beats the odds and earns that twenty-third locker stall, opening night represents years of unheralded sacrifice rewarded on the world's biggest hockey stage.
