138 Schools Play NCAA FBS Football. Here Is What the Label Means
FBS is the top tier of college football, but the rules for joining it changed more in the last three years than in the previous thirty. Here is the 2026 version, with the numbers checked.
Rutgers was favored by 29.5 points on September 3, 2026. According to CBS Sports, FBS teams favored by 29 or more had gone 213-0 since 2024. UMass won 37-21 anyway, in Piscataway, and snapped a 16-game losing streak against FBS opponents that had been the longest in the country. Nights like that send a lot of people to a search box typing some version of "ncaa football fbs," and when I read through the pages waiting for them, some still describe a sport that no longer exists, with an 85-scholarship cap and a four-team playoff. So this is the current version.
The one-sentence answer
FBS stands for the Football Bowl Subdivision, the top tier of the NCAA's highest football division. Its schools chase bowl bids and the College Football Playoff. The tier below, the Football Championship Subdivision or FCS, settles its title in an NCAA-run bracket. The split dates to 1978, when the top group was labeled "Division I-A" and everyone else in the division became "I-AA," and the letters changed to FBS and FCS before the 2006 season. That rename has a funny backstory of its own, which gets a separate story in this package.

Why the count keeps moving
The number 138 is a snapshot, not a constant. FBS membership reached it on July 1, 2026, when North Dakota State joined the Mountain West and Sacramento State joined the MAC. Neither arrived cheaply. CBS Sports reported a total of about $17.5 million for NDSU ($5 million to the NCAA and $12.5 million to the Mountain West) and $23 million over five years for Sacramento State, $18 million of it owed to the MAC.
Conferences move too. The rebuilt Pac-12 begins play this season with Boise State, Colorado State, Fresno State, San Diego State and Utah State, plus Texas State as its eighth football member. Louisiana Tech left Conference USA for the Sun Belt. Conferences have rosters, and they get traded.
What a school has to do to be FBS now
The old checklist is partly gone. On October 4, 2023, the NCAA's DI Council removed the requirement that FBS schools average at least 15,000 in actual or paid attendance over a rolling two-year period, effective immediately. The same package raised the fee to move up from FCS from $5,000 to $5 million.
In place of the turnstile test came a spending test. Beginning August 1, 2027, for existing members, the NCAA's rule says an FBS school must provide 90 percent of the total allowable scholarships over a two-year rolling period across at least 16 sports, football included, and must fund at least 210 scholarships worth no less than $6 million a year.
Here is a wrinkle worth being honest about. In June 2025 the NCAA codified the House settlement's roster rules, removing sport-specific scholarship limits for schools that opt in and capping football rosters at 105. The old 85-scholarship football cap was the "allowable" figure the 2023 rule was written around. I could not find an NCAA document explaining exactly how the 90 percent test will be measured once those caps are gone, so treat the 2027 threshold as the published rule and the arithmetic behind it as unsettled.

How the champion gets crowned
The word "Bowl" still earns its place, since a 6-6 record remains the usual doorway to a bowl game. The national title is a different road. The College Football Playoff replaced the BCS in 2014, used four teams through the 2023 season and has used 12 since.
That 12 was supposed to grow. On January 23, 2026, the playoff's management committee kept the format for 2026-27 because the two most powerful leagues could not agree on what came next. CBS Sports reported that the SEC backed a 16-team model with five automatic bids for the highest-ranked conference champions and 11 at-large spots, while the Big Ten preferred 24 teams with multiple automatic qualifiers per league. Executive director Rich Clark said, "After ongoing discussion about the 12-team playoff format, the decision was made to continue with the current structure." My read is that the bracket is the least permanent part of this whole explainer. Check it again next January.
The letters say tier. The results say something looser.
North Dakota State played its first FBS game on August 29, 2026, at the Fargodome, in front of 18,573 people, and beat Jacksonville State 33-7. It then won 38-32 at Air Force in its first Mountain West game and beat fellow newcomer Sacramento State 31-10 on September 19, reaching 4-0 before a bye. Coach Tim Polasek put the debut plainly: "This is step No. 1." A school with 10 FCS national titles since 2011 was never likely to be starstruck.
UMass is the gentler story, and the one I keep coming back to. The Minutemen moved up from FCS in 2012, went through a football-only stint in the MAC, nine seasons as an independent and a return to the league in 2025, and finished that 2025 season 0-12. Their last win over an FBS opponent before Rutgers came against Army on October 28, 2023. Then quarterback William "Pop" Watson, a Springfield native playing for the flagship in his home state, threw three touchdown passes, and UMass beat a power-conference team for the first time since 1978.
So what does FBS mean? It means a membership: a school found a conference willing to take it, paid its way in and now answers to a spending rule instead of a head count at the gate. It does not mean a guarantee of anything on Saturday, or on a Thursday night in New Jersey, which is exactly why people keep watching.
